We have a WINNER!  March 15, 2009. Suzanne Scism Hildebrand nailed it:

"Aha, it's the Brackettville Flash, or is it Flasher with a rooster hairdo?"

YES! The "Bracketville Flash" is Barbara Barker Dillon.

Every year the Rotary Club of Brackettville has a rubber duck race down Los Moras Creek. The winning ticket is the one with the winning duck's number. The ducks sell for $5 each and the money goes toward a scholarship fund for a Brackettville senior.  Barbara's own words:

"I stroll the grounds dressed as a duck and sell as many tickets as possible. Who can you say no to someone dressed like that?"

Good job, Barbara. And congratulations to sharp eyed Suzanne.
